Announcer not announcing

 The thing says that announcements are not enabled, but where do I enable them at??

UpAllnite Software:
There is a little gear icon on the main page.  Tap that to pop up the config menu.  Somewhere in the middle of the menu is an announcement section with an 'enabled' toggle switch.
