How to enable announcer

Where do I enable the announcer at? I can't find the settings.

UpAllnite Software:
There is a little gear icon on the main page.  Tap that to pop up the config menu.  Somewhere in the middle of the menu is an announcement section with an 'enabled' toggle switch.
