Family Sharing the App on iPhone?

We used to be able to Family Share the app on my wife’s and my iPhones. Unfortunately, she no longer has the ability to open the app now. It’s saying that the app is not shared. We have double checked all our Apple account options and it appears everything is set up correctly. Can you help?

No, the family share functionality is at the iOS operating system level and my app has no control over it. 

I do see some steps to try from a google search:

and, as they mention at the end, if those steps do not solve the issue, open a support ticket with Apple to see if they can get it working for you.  It sure should be working.
